Background of the Study
Land tenure systems in Owerri Municipal play a critical role in shaping urban expansion and development. The legal and customary mechanisms governing land ownership influence how urban spaces are utilized, leading to both planned and unplanned growth (Okeke, 2023). Conflicts over land rights, unclear property boundaries, and overlapping claims are common challenges that hamper orderly urban development (Eze, 2024). The study examines the complex interplay between land tenure arrangements and urban expansion, highlighting how insecure tenure can lead to haphazard development and contribute to socio-economic disparities (Uche, 2025). Additionally, urban planners are confronted with the task of reconciling traditional land customs with modern regulatory frameworks. This investigation aims to provide insights into how these systems affect urban planning, investment, and community stability, thereby informing policy reforms that promote sustainable and equitable urban growth (Okeke, 2023).

Statement of the Problem
In Owerri Municipal, inefficient and often conflicting land tenure systems have hindered orderly urban expansion. The ambiguity in land ownership and inadequate regulatory frameworks result in unplanned developments and disputes over property rights (Okeke, 2023). These issues not only slow down urban planning processes but also contribute to social and economic inequities (Eze, 2024). The lack of clear tenure security undermines investor confidence and affects the overall stability of urban growth, necessitating a detailed analysis of the current land tenure practices and their impacts (Uche, 2025).

Objectives of the Study:

  1. To examine the structure and function of land tenure systems in Owerri Municipal.
  2. To assess the impact of land tenure practices on urban expansion.
  3. To recommend policy measures that enhance tenure security and sustainable urban growth.

Research Questions:

  1. How do existing land tenure systems affect urban expansion in Owerri Municipal?
  2. What challenges arise from unclear land ownership practices?
  3. What reforms can improve land tenure security and promote orderly urban growth?

Research Hypotheses:

  1. Insecure land tenure systems significantly impede planned urban expansion.
  2. Conflicts in land ownership hinder sustainable urban development.
  3. Policy reforms can enhance tenure security and stimulate orderly growth.

Significance of the Study
The study will shed light on the critical role of land tenure systems in urban expansion. Its findings will inform policymakers and urban planners on the reforms needed to secure land rights, reduce conflicts, and promote sustainable urban development (Okeke, 2023; Eze, 2024; Uche, 2025).

Scope and Limitations of the Study:
The study is limited to investigating the effect of land tenure systems on urban expansion in Owerri Municipal.
